What to do about a useless family?

I'm 17, my mother destroyed her brain with alcohol and my father's a hoarder who really isn't very reasonable. I'd like to get a job, car, apartment and such, but i don't have a birth certificate or anyway to go about getting those things. When my brother left the house he took the only car available, so now im kind of stuck here. Traditionally, as far as i can tell, your family was supposed to help with these things, rather than running around like a bunch of partying school girls. Honestly, i don't even see too many other people and don't really know how to go about getting help, so what things can i do on my own to become successful?
